The idea behind including backlinks as part of the page rank algorithm is that if a page is good, people will start linking to it. And the more backlinks a page has the better. So, you will have to resort to other ways of acquiring quality backlinks as described next.

There are various ways of building backlinks. Backlinks come to your website in natural way and it is always welcome. But additional quality link building is important and the time you spend building them is not wasted. Getting listed in directories, posting in forums, blogs and article directories are some of the options of acceptable ways of quality link building. The unacceptable ways of link building is inter-linking (linking from one site to another site, which is owned by the same owner or exists mainly for the purpose to be a link farm), linking to spam sites or sites that host any kind of illegal content, purchasing links in bulk, linking to link farms, etc.

Now come to the topic that what are the parameters of judging the quality of a link. The answer is a search engine considers the content of the sites to determine the QUALITY of an inbound link. Again when inbound links to your site come from other sites and relevantly those sites have content that is related to your site then these inbound links are considered more useful and helpful to your site as they can do really good for the popularity of your website. And this is the parameter of judging the relevancy of the backlinks of your site designing. But on the contrary if you take unrelated and irrelevant backlinks which have no connection with the content of your site then this will be counted as the drawback of the relevancy of your site. So unrelated content is not desired. The higher the relevance of inbound links, the greater their quality.

As for example if you have a website about ornaments and then you receive another backlink from a website containing wedding ring collection then it would be more preferable than getting a link from a site about drug test. The more relevant the site is that is linking back to your website, the better the quality of the backlink.
